Translation
When, like a tortoise drawing in its limbs from every side, one withdraws the senses from their objects, then that person's wisdom is firmly established.

जैसे कछुआ अपने अंगों को सब ओर से समेट लेता है, वैसे ही जब यह पुरुष इंद्रियों को उनके विषयों से हटा लेता है, तब उसकी बुद्धि स्थिर होती है।
Commentary
The famous image of the tortoise. It does not destroy its limbs; it simply draws them in when needed and puts them out again when useful. Likewise, the wise person can withdraw the senses from distractions at will — a freedom most of us lack.
