kāmais tais tair hṛita-jñānāḥ prapadyante ’nya-devatāḥ taṁ taṁ niyamam āsthāya prakṛityā niyatāḥ svayā
Translation
Those whose knowledge is carried away by various desires take refuge in other deities, following various rites, compelled by their own nature.

Commentary
Verses 20–23 continue the theme first raised in 4.12. People driven by specific desires often worship particular gods who can grant them. Krishna explains this without scorn — it arises from their nature.
