Bhagavad Gita — Chapter 16, Verse 19

Daivasura Sampad Vibhaga Yoga

tān ahaṁ dviṣhataḥ krūrān sansāreṣhu narādhamān kṣhipāmy ajasram aśhubhān āsurīṣhv eva yoniṣhu

Translation

These hateful, cruel and vile people, the lowest of humankind, I repeatedly cast into demonic wombs in the cycles of rebirth.

Hindi Meaning (हिंदी अर्थ)

Commentary

This is one of the Gita's sternest verses. It is best read alongside the Gita's teaching on karma: God is not acting out of anger but administering the natural result of what people choose to become. A person who cultivates cruelty is born where cruelty is natural. The law is impartial.
